Ow! I feel for you! The only I could help you with is: Is the skin by your cuticles dry? Maybe putting lotion on that skin would put moisture in your cuticles to keep them from spliting.
That happens all the time with my nails. What I do is I clip it with the fingernail cutters. I know that was probably like the first thing you tried, but I don't know.
When they start to get long, cut them back. You can get cuticle cream and a cuticle pusher backer thing that will help you loosen the cuticle from the nail. Please forgive the technical terms.

ouch. That sounds like that hurts.well, I guess you ould soak them in water and then cut of the parts of your nails that hurt.

Rub baby oil or they sell special cutical oil (for 6 million dollars an ounce) into your cuticles every night before bed. Hope they feel better soon.
